From what the lyrics tell, this song sounds like Dodie iss talking about bottling up your feelings and keeping them inside. In public you don't want to let out all of your anger in public so that you could be under control, but while it's raining you can go all out since the rain roars over the world. She talks about how much she wants to see thunder and how much she sees lightning, which references her original topic of the song about letting out your feelings instead of bottling them up.
